Here's a compilation of our local lawmakers' work during the regular session of the 85th West Virginia Legislature:

A total of 2,216 bills were introduced in the 85th West Virginia Legislature this year; 1,483 bills in the House and 733 in the Senate.

Saturday, March 12, was Day 60. The 85th West Virginia Legislature adjourned at midnight.

CONCURRENCE means both chambers have passed the bill but in different forms. A
select committee with members from both chambers tries to work out the differences.

Sponsor on 41 bills 03.12.22, Lead sponsor on 6 bills

Of those 41 bills: 31 stalled in a House Committee; 10 were passed by House; 3 stalled in Senate Committee; 7 were completed legislation [3 remain in concurrence] and 4 were signed into law, including two of his lead-sponsored bills.

Of those 20 bills: 10 stalled in House Committee; 10 were passed by House; 2 stalled in Senate Committee; 8 were completed legislation [1 was “received” and 1 in concurrence] and 6 were signed into law. His lone lead-sponsored bill died in committee. [To explain the "Received" notation: The bill was passed by the House; then amended and passed by the Senate to include an amusement tax; the House refused to concur with the Senate amendment. The Senate then did not act on bill before session end.]

Of those 46 bills: 22 died in a Senate Committee [including 4 in Transportation & Infrastructure of which he is chairman] 24 were passed by Senate; 7 stalled in House Committee; 17 were completed legislation [1 in concurrence], 14 were signed into law, 1 became law without the governor’s signature and 1 was vetoed for a technical flaw and is expected to be addressed in the April special session. Three of his lead-sponsored bills became law.

Sponsor on 49 bills 03.12.22, Lead sponsor on 7 bills

Of those 49 bills: 34 died in a Senate Committee [including 6 in Health and Human Resources of which he is chairman]; 15 were passed by Senate; 7 stalled in House Committee; 8 were completed legislation: 7 have been signed into law and 1 was vetoed for a technical flaw and is expected to be addressed in the April special session. Two of his lead-sponsored bills became law; a third stalled in a House Committee.

Barnhart is unopposed; Zukoff will face two challengers — one each from Republican and Mountain parties — in November’s general election
