Here's a compilation of our local lawmakers' work during the regular session of the 86th West Virginia Legislature:

A total of 2,317 bills were introduced in the 86th West Virginia Legislature this year; 1,558 bills in the House and 759 in the Senate. The 60-day regular session adjourned Saturday, March 11, at midnight.

Trenton Barnhart House District — 009
Del. Trenton Barnhart (R-Pleasants)

includes lower half of Tyler, Pleasants and Ritchie — Sponsor on 59 bills, Lead sponsor for 14 bills

Of those 59 bills: 36 died in a House committee; 23 were passed by the House; 7 stalled in Senate committee; 16 were completed legislation: 14 were signed into law; 1 became law without the governor’s signature, and 1 was passed by House, then Senate made changes, House refused to concur, Senate refused to recede. Senate requested a conference but session ended before that could happen. One of his lead-sponsored bills became law while three stalled in a Senate committee.

David KellyHouse District — 008
Del. David Kelly (R-Tyler)

includes western half of Wetzel, top half of Tyler and Doddridge — Sponsor on 44 bills, Lead sponsor on 11 bills

Of those 44 bills: 28 stalled in a House committee; 15 were passed by House; 1 was tabled during the first House reading; 7 stalled in Senate committee; 8 were completed legislation and were signed into law, including three of his 11 lead-sponsored bills, while another passed the House but died in a Senate committee.

Charles R. Sheedy House District — 007
Del. Charles R. Sheedy (R-Marshall)

includes top portion of Wetzel — Sponsor on 36 bills, Lead sponsor on 4 bills

Of those 36 bills sponsored during his first session as a delegate: 25 died in a House committee; 11 were passed by House; 2 stalled in Senate committee; 9 were completed legislation: 8 were signed into law and 1 was marked Received by Senate because Senate passed a different form of bill, neither would concur. His lead-sponsored bills stalled in a House committee.

Clay RileyHouse District — 072
Del. Clay Riley (R-Harrison)

includes top portion of Harrison and eastern half of Wetzel — Sponsor on 57 bills, Lead sponsor on 12 bills

Of those 53 bills: 33 died in a House committee; 20 were passed by House; 6 stalled in Senate committee; 14 were completed legislation: 13 were signed into law and 1 became law without the governor’s signature. Of his 23 lead-sponsored bills, 4 were signed into law, and 1 stalled in a Senate committee.

Joe Statler House District — 077
Joe Statler (R-Monongalia)

includes western 2/3rds of Monongalia and eastern tip of Wetzel — Sponsor on 53 bills, Lead sponsor on 23 bills

Of those 36 bills sponsored during his first session as a delegate: 25 died in a House committee; 11 were passed by House; 2 stalled in Senate committee; 9 were completed legislation: 8 were signed into law and 1 was marked Received by Senate because Senate passed a different form of bill, neither would concur. His lead-sponsored bills stalled in a House committee.

SENATE DISTRICT 2

Charles ClementsSen. Charles Clements - (R-Wetzel)

Sponsor on 60 bills, Lead sponsor on 19 bills

Of those 60 bills: 29 died in a Senate Committee; 31were passed by Senate; 16 stalled in House committee; 15 were completed legislation and were signed into law. Five of his lead-sponsored bills became law and 3 died in House committee.

Mike MaroneySen. Mike Maroney - (R-Marshall)

Sponsor on 69 bills, Lead sponsor on 13 bills

Of those 69 bills: 33 died in a Senate Committee [including 7 in Health and Human Resources of which he is chairman]; 36 were passed by Senate; 13 stalled in House Committee, 1 was rejected by the House and 2 were up for 2nd reading in the House on the last day. 20 were completed legislation and signed into law. Five of his lead-sponsored bills became law; three stalled in a House committee.
